For accessories or what?
In general I find it's best to start with 4/4 accessories and then work on tier 2. After that soul weapons.
Which piece of gear to upgrade when depends entirely on what you have. If you have a green ring, maybe start there or some other weaker pieces. The set as a whole is what will matter, so each piece can really be gotten whenever.
With tier 2 the order can be a little more specific. Some pieces are clear upgrades, while others are barely upgrades and being purchased primarily for set bonuses. I prefer the chest, legs, and then the other two (I'm not near my lists, and just can't remember for this class at the moment).
For every class 4/6 tier 2 and 2/6 tier 1 is the best setup (with the exception of tanks -- the tier 1 two piece is stamina which isn't necessary, but the better option is an extremely rare drop...so...).
You'll also want items like the +35 agility trinket and probably the sin ring (exact same stats as the ranger set piece ring, and useful in case you even want to go sin, although much more expensive than the other non-set epic ring which is really only slightly worse).
It is probably worth getting the +35 agility trinket fairly early on because it is cheap and amazing, but I'd still try to finish 4/4 first (the ETL trinket will hold you over).

So, this is a bit more complex than I thought at first - awesome!
Here's what I have: Not Upgraded: Track Killer's Boots, 116 Armor - Increase ranged attack power by 35. - Increase hit level by 16. - Increase critical level by 16. Track Killer's Shoulderpads, 127 Armor, + 10 Agility, + 8 Stamina - Increase ranged attack power by 52. - Increase critical level by 10.
Upgraded (4/4 t1) Track Killer - 2 Sets:+30 Agility - 4 Sets:Increase your Rapid Shot damage by 5%. - 6 Sets:Your Acute toxicity will deal 210 additional poison damage in 3 sec.
Keen Track Killer's Breastplate, 212 Armor, + 22 Agility, + 18 Stamina - Increase ranged attack power by 82. - Increase hit level by 18.
Keen Track Killer's Legguards, 185 Armor, + 22 Agility - Increase ranged attack power by 74. - Increase hit level by 18. - Increase critical level by 22. Keen Track Killer's Helmet, 172 Armor, + 18 Agility, + 18 Stamina - Increase ranged attack power by 78. - Increase critical level by 24.
Keen Track Killer's Gloves, 132 Armor, + 18 Agility - Increase ranged attack power by 62. - Increase critical level by 18.
Here's the plan so far, please show me where my list is wrong and/or incorrectly ordered:
1) Rune's Fingerstall, Trinket: + 35 Agility - Your melee and range attack have a 10% chance to increase your Agility by 32 for 15 sec. - Buy: 100 Souls from Lasama 2) Wind Chaser Set: 4/4 Increase ranged attack power by 107. 2a) Wind Chaser Amulet, Trinket: + 34 Agility - Increase ranged attack power by 55. - Buy: 350 Souls from Rose Perl
2b) Wind Chaser Cloak, 66 Armor, + 33 Agility, + 17 Stamina - Increase ranged attack power by 56. - Buy: 270 Souls from Rose Perl
2c) Wind Chaser Necklace, + 21 Agility - Increase ranged attack power by 57. - Increase hit level by 10. - Buy: 200 Souls from Rose Perl 2d) Wind Chaser Ring, + 15 Agility, + 20 Stamina - Increase critical level by 20. - Buy: 200 Souls from Rose Perl

I'd probably have to look at what you currently have equipped to debate the order you're buying those. I generally try to buy the items with the most use, the archer ring is very nice, the neck is acceptable, but not really amazing compared to other drops you could get (unless you need the hit). Either way you'll want the whole set, so the order won't matter too much unless you're replacing EHL blues when you have green quest items still equipped in other accessory slots.
I'll see about getting my set piece choices posted for all classes this weekend. I've crunched the numbers for most classes, so it'd just be a matter of taking the time to write it up. I'm going to try to get a stat breakdown up (which will be more important for a lot of people -- since then they could do this themselves), so I may not get to it.

Lol yeah, that's why I wear 2 piece tier 2 blue with 4 piece tier 1 epic. I usually end up doing that though just to trade hit for crit, because the sets generally seem to have way to much hit for some reason.
